Cannot set priority?

I've been trying to set the priority of CoH a tad higher in hopes of increasing framerate (issues in crowds and looking into the horizon where large patches of surface area is visible) but whenever I attempt to set priority to anything, it reverts to "below normal." Is there any fix for this (or, alternatively, a way to improve framerate)?

Running game with everything set to minimum

Edit: Have already tried reducing the res. scale.

 

Edit: Ah, I found it out. No intel support, damn this laptop.
