Shriek alternate animation adds 2 sec cast time

What it says.  If you use the alternate cast animation for Shriek (sonic blaster) the power is rendered useless because it now has a 3 second activation time.  This is clearly an issue with the animation stopping power activations until it finishes rather than being interrupted with the next power like it should be.  Using the default animation there is no issue, the next power activates instantly.
