Electrical Affinity fires while resting

As the title states, my friend's Electrical Affinity powers on his Mastermind are able to fire while targeting a pet while he is resting.  Only chain powers confirmed firing, and only tested while resting, though I assume other "Affects only self" powers such as a hostile detention field would would also let this happen as I assume the chain CAN hit him so the game is allowing it to try.  When it fails the power's animation plays but it does not chain and does not work, and the power does go on cooldown.
