Adding more enemy variety in Radio/Newspaper missions

Hey, was wondering if adding more enemy variety in Radio/Paper missions was possible. I understand that these missions weren't intended to be your primary way of leveling, but  most PUGs are running these instead of story arcs. Once you get to lvl 50 ones, you're mainly cycling through Council, Carnie, Arachnos, Malta, and CoT. There are so many cool enemy groups that most people never get a chance to see or end up outleveling. I don't know how it works on the backend (like if the missions are randomly generated with templates or are all unique) but it would be a breath of fresh to those who Radio/Newspaper as their main leveling route. 

 

I understand it's probably more work than I think it is. Was just curious on if it could even be done. Thanks!
