I was reading the "how to combine enhancements" article in Outbreak and I clicked on Enhancement>Manage and this happened (I can't attach the file either) The text screen overlapped the combine tool and I couldn't combine or exit. I would just click on the text (although it didn't let me type when cursor came up) and ESC did not do anything. I had to hard close the game through Task Manager to exit.
