Level 19 mobs in Level 37 mission

Not sure if this is a bug or working as intended.  On 1/8/21 at about 10 am I was running the Void Sanction: Candlelight mission at Level 37 (5/+0).  Nearly all the Council mobs conned at the appropriate level, however I ran into one group that conned at Level 19.
