Scrapper: Radiation Melee does not work with Scrapper IO 50% Crit Chance

I have a scrapper that is Radiation Melee / Radiation Armor.

 

I have placed the Critical Strikes 50% critical hit chance proc into Radiation Therapy. It has a 1 minute cool down and procs the crit chance 100% of the time. 

I use this succesfully with the Electric Melee and Titan Weapon sets on my other scrappers.

 

But for the Radiation Melee I am not seeing any Critical hits associated with my attacks immediately after seeing the Critical Hit Red text of the proc go off.

 

I don't believe that Radiation Melee is working with the crit chance of the Scrapper IO set.

Checked Damage logs and it does work with radiation melee as intended but does not display text on screen to indicate a critical strike happened. Instead both damage types occur twice. Even the log says nothing of a crit happening.
