MM pet fly speeds capped with Group Fly and pet speed caps still depend on level

I tried Group Fly (slotted for fly speed) with a level 29 Mastermind, and the pet combat attributes view still shows them hitting the fly speed cap (and that the cap still varies by pet level), while my character isn't at their cap and flies slightly faster than the pets (54.43 mph vs. 48.75 mph) as a result.  The pets also seem to be getting a 2x larger bonus than the character (+38.31 mph vs. +19.15 mph) from the power.  Is this intended?

It's intended due to the level difference between the PC and the pets.
