Shield Defense: Phalanx Fighting Enhancements?

Phalanx fighting in the Shield Defense power pool has enhancement slots, and the only thing they will accept is Defense Buffs.. seems ok so far, right?

Except the enhancements do not seem to be affecting the power at all.  Slot in a defense buff, the tooltip doesn't change, and neither do my defense stats when I go into combat attributes, it still says 3.75%.

The defense enhancements only improve the bonus defense from mearby allies.
