Poison > Weaken: To Hit Debuff (AoE portion) Ignores buffs and enhancements?

Weaken applies a -18.75% To Hit debuff to its primary target and a -9.38% To Hit debuff to secondary targets within its AoE radius (Defender values).  The power information indicates that the primary target debuff is enhanceable, but the secondary target debuff is not.

 

It looks like a patch last year made the -Special portion of the power unenhanceable:

 

  • Poison Weaken and Cold Domination -Special powers should no longer be boosted by +Special powers like Power Boost. As a rule, Str effects should not be affected by other Str effects.

 

There were dozens of -Special lines to flag "Ignores buffs and enhancements," including a couple of To To Hit debuffs.  Is it possible that the To Hit debuff for secondary targets was unintentionally flagged alongside them?

 

 

On a related note, after reviewing the list of -Special debuffs, it appears that there's a -50% Strength to All Defense debuff for the primary target, but no corresponding -25% Strength to All Defense debuff for secondary targets.
