Ravenna
I like to suggest that the rising sun would be added to the chest detail section of the costume builder. https://www.vectorstock.com/royalty-free-vector/rising-sun-vector-460348
Solvernia
Speaking of, it may be a good idea to remove the hammer and sickle emblem from the costume creator. The hammer and sickle is associated chiefly with the Soviet Union in the eyes of most people, a regime which, under the rule of a genocidal dictator, systematically exterminated millions of people based on their ethnicity and religious beliefs, and oppressed millions more. It's basically like having a swastika as a chest emblem.

If you're looking strictly from that direction, the Rising Sun has similar connotations in China. Real-life villains exist. That doesn't mean it should be forbidden to create something that references - or, more likely, parodies - them in the game.
Solvernia
Real-life villains exist. That doesn't mean it should be forbidden to create something that references - or, more likely, parodies - them in the game. So it shouldn't be forbidden to have a worldwide symbol of racist and intolerant genocidal oppression as something a player can proudly wear on their chest? I mean, yeah, we've got the Fifth Council, who are literally Nazis, but they don't wear swastikas for obvious reasons. I don't think there's even any Soviet enemy groups or even any significant villains that are Soviets, and yet we have a hammer and sickle emblem. I'm just saying that giving players the option to wear the symbols of real-life genocidal governments is probably not a good thing to do. Because people already do this: so why legitimize that kind of thing?
Ravenna
Actually the rising sun is a Japanese flag and it has nothing to do with racism. Excerpt from Wikipedia : The Rising Sun Flag (旭日旗 Kyokujitsu-ki) was originally used by feudal warlords in Japan during the Edo period (1603–1868 CE).[1] On May 15, 1870, as a policy of the Meiji government, it was adopted as the war flag of the Imperial Japanese Army, and on October 7, 1889, it was adopted as the naval ensign of the Imperial Japanese Navy.[2] It is still used in Japan as a symbol of tradition and good fortune, and is incorporated into commercial products and advertisements. The flag is currently flown by the Japan Maritime Self-Defense Force and a modified version is flown by the Japan Self-Defense Forces and the Japan Ground Self-Defense Force. And it has racist/genocidal connotations in China because of what Japan did to the Chinese during WWII. That said, I have no issue with it being in the game, nor do I have a problem with Soviet characters. Especially given they were a big trope in 80s/90s comics. Including some who were not necessarily bad guys (The Rocket Red Brigade).
The Fifth Horseman
So it shouldn't be forbidden to have a worldwide symbol of racist and intolerant genocidal oppression as something a player can proudly wear on their chest? If you dig deep enough, you will find that many symbols that you consider benign can be tied to that sort of thing one way or another. Also... no, the Swastika isn't a "worldwide symbol of racist and intolerant genocidal oppression". The Hakenkreuz, a specific Nazi variation (diagonal, on a 5x5 grid) is, but Swastika as a symbol has many variations and predates Nazism by a long, long time. Actually the rising sun is a Japanese flag and it has nothing to do with racism. And if you read further into that article, you'll see: Due to the flag being used by the Imperial Japanese military and Japan's actions during World War II, it is offensive in East Asia, particularly in South Korea,[16][17][18] which was formerly ruled under Japan, and China.[19][20] Some World War II veteran groups in the United States have also campaigned against its use.[21] The symbol is associated with Japanese imperialism in the early 20th century[16][17][18][19][22][23][24] because of its use by Japan's military forces during that period. Sniktch
The swastika is a manji - a religious symbol across several Oriental cultures - rotated 45 degrees. EVERY symbol has offensive connotations somewhere, because humanity has been across its history fairly monstrous.
