Archery/Tactical Arrow - help me make this better

I'm closing in on lvl 50. I'm trying to get my build together. I'm having some minor issues getting what I want out of it. I like layered defenses. I was trying to get 75% s/l and 45% ranged defenses. I came up short. Not sure what I can do to get there.  Any help would be appreciated.

 

I play at range whenever possible - I'm looking at you low ceiling office maps! And caves!

 

Also, I've asked this before, but didn't see an answer. What's the best way to import a build from Mid's? I know there's a better way than what I did here.
