PPD Hardsuit lights and Halloween Banner Event

I'm not sure whether this is working as designed or a bug, but if your character is wearing the PPD Hardsuit costume when the Halloween banner event starts, the 'lights' on the hardsuit turn off:

They come back on when the banner event ends, so it would appear to be a function of the banner event itself.
