Is Glue Arrow broken?

I played last night for the first time this year, and had a odd issue. My Ninjas/Trick Arrow MM wasn't able to trigger his glue arrow. Entangle and Poison worked, along with my other abilities, but that one did not. It would get a circle around it if you clicked the button, but nothing ever happened. No Sound, no out of range, no pew.

 

So is it broken? Am I bugged for some reason?

It's not bugged.  It's a location AoE power, so you need to manually aim it.

 

When you click the power icon in your tray, you'll see glowing circles appear around your mouse cursor when you point at the ground (same as if your summoning a pet).  Left-click your mouse when the circles are white to fire the glue arrow.
