Game starts rapidly strobing on/off if I tab out or click another monitor

This is a recent development so I dont know if it is Windows Update, or GPU Driver related.

 

I forget if COH is DX 9 or OGL. I have read a recent windows update has problems with some dx 9 games.

 

Ah Yes, Specs:

Asus Crosshair TUF x570, Ryzen 5950x, 128GB DDR4 3200, RX6900XT

Use 4k tv using hdmi @ 60hz sync

 

Any thoughts or ideas on how to resolve this, as it is annoying, are appreciated.
