Cold Domination (Heat Loss) Question

Does anyone know the range of the AOE of this power?  What is the max distance  I or the team can  be from the target to get the +end/recover.  powers says rang 70ft but I assume that is the rang to the target.

There's a 15-foot buff radius AoE centered on the target (the radius of the debuff AoE is 20 feet) and another 15-foot radius buff AoE centered on the caster. Allies near the target get a bigger buff based on how many foes are hit.

tyvm. So there is a buff radius around both the caster and the target of 15 feet with the allies nearer to the target getting a bigger buff then the allies nearer the caster.  Thank you again for the help.
