So during the Halloween Event I want to turn off XP gain and only get influence instead. Which is fine and my preference. BUT - I noticed when I have XP gain disabled, I get no costumes from the Trick or Treat event. I went back into setting and re-enabled XP Gain, and immediately started getting Costumes again. Costumes should not be linked to XP gain. If I don't want to out level my friends and I want to trick or treat with XP gain off, I should be able to do that and still get treats/costumes. But as it stands, right now, you can only get costumes if you have XP gain enabled. UPDATE: Nevermind. I was able to get my first costume while having XP disabled.
