Can you make City of Heroes windowed?

I've been playing for a while and whenever I want to go out of tab it never works, and there's not an option for it in the option menu. Is there a way I can make the game windowed?

I would also like a windowed mode. I'm playing two accounts and can't seem to drag a client onto my second monitor. I'm able to do it easily on other games as these have a windowed mode. Would anyone know how i can do this?
