Ice/Ice with a recharge debuff focused build

[Apocohotep]

Inspired by Snarky's holiday theme I wanted to create a character that leveraged the heck out of -recharge and since this powerset combo can be used on other ATs I figure I could have something of a baseline if I want to Tank or Scrap with a Santa Hat on. My only question really is for a strategy of Translocate into the mob, focusing on bosses while creating a field of stasis around me can this amount of -rech make a dent on AVs and GMs?
