All Tip missions available through base computer

The tip missions have a lot of nice flavor and follow the storylines of various NPC heroes and rogues. It would be nice if you could accept any level of tip mission via the base computer so you can replay those stories even if you've outleveled them. It would add more variety to the tip missions if you're getting tired of the same level range, and they're easy to miss otherwise if you're mixing it up with other contacts and task forces.
