In Paragon City, I can access the newspaper (which has no missions) and in the Rogue Isles, I can access the Police Scanner (which has no missions). Been like this for a couple of days. I changed with Null the Gull, so maybe some flag is being set the wrong way round. EDIT: Logging out in the Rogue Isles seems to have resolved it.
