Restoring old CoH Characters from NCSoft - Freedom Server

I would like to know if there is any procedure in place or a specific request that could bring back my previous CoH characters when I played from 2003 - 2008 period. 
 

I used to play at old Freedom server.

sorry friend, this data is forever gone.  A don't know the legal theory or care to go into the what ifs, but time for a fresh start.
