Keybind Razr Naga?

CoH does not seem to see my Naga keys.  I usually bind them to Shift+1 or Ctrl+1 or to the NumPad 1.  In all three cases CoH does not see the modifier and sees the normal number 1.  Is there a trick?  How did you bind your mouse keys?

When I use my Naga I have 4 slot bars open. The game always automatically recognizes bar 2 as the Naga keys.
