Best earth/psi dom

Does anyone have a build for an earth/psi dom? I'm looking for the best of the best, eats mobs and AVs alike. Cost is no issue (mainly because it gives me a goal to work towards).

 

I know nothing about dominators and if anyone is able to help, or even has the FOTM dom power sets, I'd greatly appreciate it.

Check out the post by @Frosticus, this man is a monster with Earth/Psi, his build is is a best and handles the hard content and AV stomping.
