New (old) player water/rad build advice

Hello, I last played way back in the day and recently discovered Homecoming. I originally started with a blaster but felt like it was too squishy to solo with (likely a me problem). I'm nearing 50 and trying to figure out my goals to work towards. As I'm leveling I am using dehydrate, but I swapped it with whirlpool under the assumption that I'd be doing more team content.

Any and all advice or feedback is welcome, including telling me that what I have in this build is stupid 🙂
