Play a second MM for debuffs

Hi
I want to play a second MM 'Radiation Emission' for debuffs, I'd like to know if it is possible to assignate a button that autotarget an enemy (boss in particular) and put
'Radiation Infection' +
'Enervating Field' on him (macro/bind?) Or even make it automatic when an enemy is around ?

You can follow yourself and target through you, but you'll have to actually cast the power for it to work.
