Options, Windows tab, the Apply Now button won't stop

If I go to Options, then the Windows tab, the Apply Now button starts flashing and won't stop even if I click on it.  It stops if I go to a different tab, then click, but it always starts up again with the Windows tab open.

With that issue, in the same tab, i can"t change the otpion "Recharge Timer Location". If any also have this...
