I Can't Make a Second Villain Character.

Every time I try to create another character that I want as a Villain, it just automatically puts me in as a Hero. Like after I'm done with customizing the character and hit next at the 'Register' part, it just says "Complete character creation and enter game?". Doesn't let me choose between Hero and Villain.

Am I doing something wrong?

Have you selected "Going Rogue" on the first screen? That removes you from the normal Hero/Villain alignment until your character reaches level 20 or so.

Yeah, I always make sure that "Going Rogue" isn't selected. Plus it puts in me Atlas Park if I hit yes when it asks me "Complete character creation and enter game?"

if it asks you about tutorial, you can say yes and select breakout to make a redside toon.

It doesn't even ask me for that tutorial. :c It hasn't ever since I created my first character.
