Where are the Rogue Islands?

In a real world parallel the Etoiles/Rogue Isles is obviously supervillain Cuba, just further north.  

Reasons why the US hasn't invaded? 

(a) Recluse has nukes and the US is pretty sure that a lot of his tech not to mention his troops would survive a tactical nuke attack on them.¹

(b) It's too damn close to the US to use nukes on (for those less hawkish). And thanks to (a) above, Recluse might just nuke the mainland US and not care.

(c) Recluse took over in 1964. Cold War at its height.  And whatever Recluse is, he isn't a communist. Or at least what was perceived to be a communist then. I'd lay money on someone in government being deluded enough to think they could somehow buy him/bribe him, like Marchand before him.

(d) How much frankly illegal stuff gets done there by US black ops?  Stuff that simply couldn't be done on US soil.

(e) And again that old chestnut, follow the money.  How many senators/congress members/etc are in Arachnos' pocket and simply look the other way/vote in a certain way/etc etc.

This is a good write-up.  A few responses:

(b)  Wind drift would be to the east not the west.  Nuke away, USA!  😛

(c)  This sounds very CIA-ish. 

(d) This does, too.

(e)  This actually makes sense.  We've already seen corrupt politicians in Paragon City.  I can well imagine it a step further.

That was my impression also.  There was a lot of Francophone and Caribbean influence in a lot of the stories and background.  Which is why I think we should just give up and retcon it and say it was always in the Caribbean, nope islands don't just move around, why do you ask, Dr Aeon is too busy to talk about it.

 

 

While I can't speak to the Caribbean influence, the French influence could certainly have come from the same ones who colonized Canada.  And if the Rogues did exist, they'd be a natural bridge/exchange spot between Canada, the Caribbean, and France.
