Attuned Dark Watcher's Despair

I'm on a new character and I slotted a Attuned Dark Watcher's Despair. But as I was going to slot the next one I realized I couldn't. Looks like half of them are set to a level 17 requirement and the other half at lvl 7. I assume this is not intended because they are all lvl 17 or higher on the non-Attuned one. I have them listed below.

I can confirm this. I've personally experienced this bug.
