Skyway and Steel Canyon detectives only introducing Montague Castanella

After completing a safeguard mission from any of the four Skyway/Steel detectives, they only introduce Montague Castanella. Which isn't actually the problem. Previously, you could accept him as a contact, do another safeguard mission and they'd offer the three standard options to pick from. Now after you've unlocked Montague, they offer absolutely nobody, no matter how many safeguards you do. This isn't an issue of me having the contacts already, either - the character I tested it on only has the standard auto-unlocking ones: Admissions Officer Lenk, Shauna Stockwell, and Twinshot.
