Water Primary with Water Secondary for Dominator's and other Builds?

Dominator's Fire Primary and  Fire Secondary, Earth Primary and Earth  Secondary, Electric Primary and Electric Secondary, Ice Primary and Ice Secondary, why is there no Water Primary and Water Secondary choice?

Ive been saying for YEARS there needs to be Water Assault for Dominators. I think Dominators are pretty much the forgotten class in this game. 

 

Still waiting for Wind Control too.
