Hidden search status prevents Notes feature from working

When a player is Hidden (from searches, not the Stalker power) or off-line, their global name is blocked from being used to add a Note on that player.  The message "@Globalname is hidden, off line, or does not exist" still appears, so I know their global, it's just that the "Add Note" feature isn't able to get it.

 

This has happened a couple of times to me.  Once someone was being toxic in chat (hidden does not prevent you from talking, esp. in General).  They were hidden so I couldn't really add a note about their behavior.  And just recently where someone apparently new asked a few questions in Help, so I wanted to add a note about them being new to the game, but they apparently logged off, so I couldn't (even though their global name did appear in the message).

 

So this seems weird and broken-ish.  It allows mean players to avoid permanent notes, and nice one to get excluded if they happen to be off-line or have their status set to hidden.  Kind of a loser both ways.
