Plaque missing for Bicentennial badge in Kallisti Wharf

There is supposed to be a plaque in KW at 5337.8 49.346 4544. This plaque is needed for the Bicentennial badge. 

 

It is either missing, or in a new place. It is supposed to be by a couple of rainbow-colored benches? But the /thumbtack just points to a section of wall next to a road.
