Invuln / Staff Tanker build needed. Would anyone be able to help?

So recently, my step father started playing. He is absolutely dead set on an (Science origin invuln / Staff Tanker)

 

As I am predominantly a MM player and dont know JACK CRAP about Tankers, would someone please be kind enough to share a build? Or Cobble one together on the cheap for him? 

 

I would be eternally grateful.

Put this together in MIDS for you to get him started or at least point in a direction of where to go. Probably mid-range for price on the black market, save for the ATOs and a few of the PVP IOs. Assumption is  you would get him the prestige attacks from START to flesh out the early attack chain until the later attacks are available.
