Domination recharge bugged

Ignoring that the power should just be a toggle already as all it does is hurt the lower game to which you still also have accuracy, endurance, recharge, damage, issues etc anyway, something seemed to have bugged with domination this last patch. Friend in game noticed it too the second i mentioned it, but my current dom is just about where he is perma'ing it, yet today teamed with a friend who kept chrono shift and temporal selection on me, several times i had just barely perma'd it, one time i even lost it. When the build is just about perma'ing it consistently, there is no way an additional 80% recharge would let it get that close. Seeming like the bug for now at least is based on outside buffs not affecting the recharge perhaps? Anyone else notice or test this with their domination?

 

Edit: Tried testing it with those buffs off, then having them apply with the timer showing, it seemed to effect it, but then i'm not sure how i possibly had that issue, not just once but more than several times throughout the mission. Also, i was only fighting freaks, and the only -recharge is the stunners static field which was hardly affecting me most of the time, and it's a lower -recharge debuff as well, certainly not more than 80% believe it's 40%, i'll keep testing but if anyone else notices anything post here.
