Chat malfunction

I was asked to bring this here by an email from staff. Chat is acting wonky for me. It closes and opens itself, sometimes without any input at all from me, sometimes when I'm moving the mouse or clicking the left key. I am not hitting any binds or the 'c' key, often I'm not even near the keyboard at all.

 

Attached is a ten second video of the problem as it's happening.

Try another keyboard and/or mouse to make sure it's not something funky going on with HW
