Keep Snowfall Effect Through January Each Year

It would be really nice if the snowfall effect that happens randomly in almost all zones now would stay in effect through the month of January each year after the Christmas Event has ended. No presents, Christmas trees, or winter lords. Just snowfall effects that indicate the month of January is generally (in Rhode Island where Paragon City is located) is one of the coldest months of the year. Also, it adds a lot of flavor to the game, IMO.

The snowfall effect seems to be a visual notice that there is a Suspicious Gift box in the zone ready to spawn a Winter Lord, or that one has recently been opened
