Halloween/Promo Costumes

I was wondering if the various shapeshift costumes would ever be made available, such as the permanent rikti mentalist one from the market.

 

I have always wanted to play as a Rikti, but unless Homecoming chooses to make the Rikti costume pieces available this is probably my closest bet.
