This is a Mac OS thing - would require a code signing cert and a bunch of work - work for a company that needs to do this and it is kind of a pain. A quick change to instructions would help though, just use control + click to open the pkg file, then you have the option to "open" on that screen that pops up instead of having to go through the system security settings.
