Blue Frost

Does anyone know if these numbers are still current/accurate? I know there have been some adjustments, but I'm not sure if they postdate these numbers. I've been using Banished Pantheon, and they seem to work well, but I hate how they look. I'd much rather use Storm or Polar Lights, because they fit my character better. But I don't want to take a huge performance hit. Also I'm an Ice/Ice blaster and the -ColdRes% on BP seems like a very good idea. If these charts, etc are still accurate, Polar Lights are -Def%, which would probably still boost my dps. Any thoughts? Should I stick with the ugly BPs? Or are PL and/or Storm close enough these days that I won't notice any dropoff?
