You know you can get salvage and merits that add up as well while leveling with 2x EXP, right? Even if you're missing the inf you would get from combat, the orange and purple salvage does make up for it as you can get some core pieces or depending on your powersets, Lv30 IOs that will stay useful like Basilisk.

I want to play an Ice Melee, but even when the powerset is a lot better on Stalker, I want to try it out on a Scrapper first since I haven't played this game in years. I've heard Bio is one of the best secondaries, but I feel like it wouldn't fit the theming to Ice Melee, so what else can synergize with that primary besides that? I did see a video with /Invul that was on 50+3, but does it also synergize well with other secondaries like /WP, /Reflex and /Shield?

Plant/Nat is good for making everyone tanky and holding down enemies. Their only problem is that their real debuff is ST. It is a great thematic power to start with if you want to party a lot however, so there's that.
