I would like preface this post by stating that although I played CoX off and on from beta to sunset, I never really was involved in a lot of end game activities, so I never really messed around with IO sets until Homecoming. As a result, I'm not familiar with many of the ends and outs of the individual set bonuses, slotting of pool powers to take advantage of these, etc. Thematically, I do want this character to be Psi/Shield and have stealth (headcannoning that he can enter the minds of enemies and make them ignore him) and superspeed (though am open to just ninja run if it can be boosted to a reasonable travel velocity). Beyond that, I'm trying to hit positional defense caps. Any advise our build suggestions that could adjust this build I made in order to be cheaper, hit the positional defense caps, and be more effective would be greatly appreciated. This is the first build I've ever put together completely from scratch so please feel free to point out anything obvious that I missed or any incarnate suggestions you may have. Thank you again.
