1) Sorry, but none of the debuffs mentioned have any dramatic effect equivalent to what Devolution brings to the table. Tower doesn't hold a candle to Devolution . Never seen a player die or complain from receiving it, as it can be powered through. I've received it and the paltry 25% health loss was restored in moments before I even loaded into the instant. Quite laughable IMO. 2) If Devolution is "funny and fun" to you, I guess trolling the Hamidon league is "funny an fun" for the loser who made it disappear so league would fail the raid. I wonder, was the "solution" "If you don't like it, don't raid Hami" given to the disgruntled player posting about it? NO!? Then what's your problem? 3) The "long wait" on Inner Inspiration is a weak argument. Inspirations flow with continued mission play. It will not stop you from having access to powers. Most player have full inspiration trays, or inspirations ready to go in their email box. You have plenty of options to counter the wait time. There are no "counters" to the Devolution effect once it hits. Being on a mission and dying because of it's isn't my arguement. The fact it happens at all is the problem. The cons out weigh the pros. 4) A great solution would be to add a new option to what's is already there. Lets call it The Perfect Specimen. For the next 20 mins the player recieves the positives of all the Crey Lab buffs. With such a high risk in Secondary Mutation like Devolution. That would perfectly "counter balance" said risk. The "million dollar wedge" is missing from the "Wheel of Chance" for Secondary Mutation. Can't have "crippling" high risk, without an "epic" high reward.

I really don't see the point in this debuff not being removed from the power. It isn't fun and can happen at the worst of times. The other two options don't even have an equivalent down side. Inner inspiration: It comes through in the clutch! There are zero debuffs, and worst that can happen is you don't get the inspiration you're looking for. Oh no! 🙄 Mystic Fortune: You give your teammates amazing buffs 9/10! What's the worst that can happen? The Fool: - To-hit debuff with a recharge and movement buff. Nasty, but it can be powered through. It's not really a punishment. Secondary Mutation: Half the buff options are trash! Acute sense, and Heightened Speed, I'm looking at you! Pain Tolerance and Quick Reflexes are useful! 50/50 on the good or bad, no problem. What's the worst that can happen!? De-Evolution! Turn into a Rikti Monkey, and lose access to all your powers you selfish bastard! Oh, and you're still a target on the battlefield! How is this even considered balanced? Solution: Take some debuffs from the Crey Lab chemical explosions and rework them into a new De-Evolution debuff, minus the nonsense. Locking heroes out of ALL powers is overboard and ridiculous.

I get it. Something to get that pesky mob from being stuck in the ceiling. Maybe an attack that resets the mob to its original position. Should be some kind of one off, with an absurd cool down.

Yes, you've heard it many times before. It's come from the deepest reaches of the abyss. Players that hold onto their tenet view from issue one about the set. I agree that she needs a little work. But something about Regen keeps drawing me back to her. Story time!!!! Yes, I see Willpower over there with the warm smile, an vast security blanket. Always ready to wrap me in pure relaxation, as we saved the day. She's beautiful! Worth every bit of the investment a man had ever seen! But on this fateful day, we somehow locked eyes mid Task Force. And it was the first time I felt it. Those three seconds felt like an eternity, as our gazes shot away. The data gathered in that split instant. I knew she felt it too. We continued the mission, but her warm smile dawdled into a wistful variant. The Task Force was a complete success! Everyone congratulated each other on a job well done. Our surface level excitement laid the cover for the dispute growing within. It's not that I wasn't happy, but If thrill was a superpower, she certainly lack it in abundance. As we stepped into Ouroboros from the portal It was evident this would be the "last call for drinks," an wouldn't be seeing each other again. We embraced, parting ways for the last time.... I tried many different things in the coming months to keep my mind occupied. My knowledge had grown substantially about many villainous groups. My influence grew substantially as well. As I jumped on the train heading to Talos. I spotted a familiar face. It was Regen. She looked good since the last time I'd seen her. She was studying a book on the effects of an enchantement called Luck of the Gambler, Global Recharge. I've learned many things, but I didn't know about it, so my interest was certainly pique! I called out to her with excitement in my voice."Its been a long time Regen!?" She looked up, waving her hair from her face. She smiled, waving me to come sit. I rushed over, giving her a standing hug while she sat. "Ace! How you've been love!?" Her energy was so intoxicating. "I've been doing alright," I uttered. What's that you have there," I asked, as I tap the book she was reading. "LotG 7.5. These enchantments are said to cut the time on my "capabilities," pushing me to the next level," she said. I raised an eyebrow. "I thought "top tier regeneration" was your thing," I muttered mockingly. She adjusted, facing me directly. "Times have changed Ace," she said softly. Her eye adjusted to the intercom as the train announcement was made. " We will be arriving shortly at Talos station." "Ace, I've got a contact I'm meeting on Talos." She slighty extended her arm, revealing a image of a professional looking gentleman, over the contact panel on her wrist. "Agent Cooling is his name, she said. "Never heard of him," I said. "Special assignment?" She nodded slowly. Her eyes were full of anticipation. "One that could bring in the influence needed to get my hands on one of these things," she said enthusiastically. "So whats your security level these days," I asked. She revealed her badge. "Security level twenty five," she boasted! I was only security level twenty. "Damn, you always were a "go getter" Regen. That's what I've always liked about you!" "You already know Ace," she said, as she hit me on the shoulder, baring a wide grin. "Listen, I'm on my way to a special vendor across the street from Talos station. I heard they have some very valuable merch for the likes of people like us. Maybe those LotG things your looking for are available. Wanna check it out with me? I won't take up to much of your time." "I'd really like that Ace, but my mission is time sensitive. Once we touch down, I have to go immediately." "Right," I exclaimed! The train came to a stop. The announcement started with a ping. "Welcome to Talos Island, please watch your step as you exit the station." We headed down the ramps, gathering at the base of the station. Before I could say anything, she gave me the biggest hug. "Ace, I wanna give you something, incase the mission dosen't workout." She reached in her bag, pulling out a green colored bandanna. I couldn't help but smile. "Yes, I still have this "old thing" from when you saved my butt in the Hollows way back when, she said. She reached up, pulling it over my head. I adjusted it, basing it just under my chin. "It has brought me so much luck Ace, and I just wanna say thank you for believing in me," she said with tears in her eyes. We embraced one last time, sharing farewells before she quickly headed off to her mission. I never saw her again after that fateful encounter. I did find what she was looking for. Her studies proved to be sound. Those LotG have made me one of the most deadly Regen's these Villains have ever faced. I honorably wear the the green, honey scented bandanna over my face. Being disproven with receipts tends have that effect on folks in a debate. That Juggernaut scan really "hand clapped" your whole dissertation, so I get it. It's nothing personal, I just don't like misinformation. "Argument"!? I guess you're talking about yourself, as I'm not angry or heated in any aspect. From my perspective, we're just two soldiers "shooting the shit" outside the staff duty desk, while smoking cigarettes. If you're ready to go back inside, it's no biggy. Insignificant! Their version of Footstomp causes no hero pause, no matter what the description states. I'd disregard the damage numbers too if it "Footstomped" my entire argument, but who is really surprised? You "noted" that Hand Clap was outside the realm of SS superheroes. That The Juggernaut couldn't achieve such a feat. An that Hulk "cheats" with big hands. All refuted of course. Localized Earthquake!? Your dIscernment should prove otherwise.

1)But it is an imitation no less. "Cheap" in the sense the damage don't match the description. We don't have the intricate detail on the effects of Advanced Praetorian Tech, with a dash of Refined Superadine. But we do have "wanna be" Family goons showing the results of said products. And from the view of this scrapper, that ish is trash! Big talk on paper! If their SS was so reliable, they wouldn't have stolen all those new praetorian weapons with the armor piercing rounds. 2) That contention isn't my fight. I'll leave this right here.

1) I've just explained it. They're using a cheap imitation. They don't hit like the real thing. They don't launch scrappers anywhere. Its stolen tech and drugs. Scrapper damage destroys that imitation. You said it yourself. You beat the break off them everytime, but they have SS. Clearly it's not the same grade. Your primary proves it time and time again! 2) The statement is based off simple logic, not the confines of CoH. How are you gonna "Super Strength" anything if your body dosen't possess the durability to withstand such forces? Yeah you picked up the armored car, but that spine of yours will shatter under such weight. Yeah you punch right through that steel safe, but you shattered every bone in that arm, and tore your skin off completely from such force. When you have super strength. Everything else has to be super as well. There are no exceptions.

Superadine and stolen Praetorian tech are solid explanations for them having SS. They're normal humans attempting to even the playing field when faced with a real Super Strength adversary. They're the weak imitations of the problems they face. Even though imitation, their "super strength" or durability doesn't rival that of the real deal Tanker/Brute. Factor in the rank and damage scale of said rank mob, and It all falls in line. If a Scrapper had SS and traded punches with the LT. The damage won't be the same by a mile. Same level, same power. The Family SS is not the real deal.Even while they use the cheap imitation, the scrapper is hitting harder, because he's naturally a super. Why do you think there are so many of them when it's time to brawl? Its because they don't measure up.

Scrapper can tank. I can't refute that. I will say content, and great support are a major factor. Those LT are strong enough to pick up mafia cars in the 40-54 range. I don't think they're scrappers. And they're also using stolen Praetorian tech. They could in fact br brutes, considering scrappers don't have access to SS. Capo Strongarm Each Capo controls his own crew of Button Men. It's a kind of authority you don't earn unless you've proven yourself both ruthless and lucky. Capos save the best weapons and women for themselves and are inevitably smart, tough fighters. The Capo Strongarm is among the strongest of the Capos. They've been seen throwing rival mafia's cars to deal with 'problems' that arise. One thing is clear: you don't mess with a Capo Strongarm. What was your difficulty settings? Anyone can molly wop at 0 or +1 settings. The Hollows and Kings Row are "survival of the fittest" for me. Ok, so the cut is pure! My point is they don't abuse it. Refining it could mean less equals more. These two scans should do it. Why make those comments when you know you don't know? The science part was flawed based off your assessment on the SS of those specific characters. Luke is even "clapping cheeks!" No big hands required.

Ummm...where are you pulling this "off topic" information from? "Juggernaut can't hand clap". "Hand Clap is exclusive to Hulk and Supes"! You don't think that sounds like misinformation? Why make "off topic" statements like you just didn't protest about it prior? I already have scans on deck to refute those claims, but I won't go there. Personally, I think Brute and Tankers getting it would be a complete waste of resources with HC limited budget. Superadine is an amazing thing! It gave the Family access to super strength, but they didn't abuse it like the Trolls. The effects could potentially be temporary, as they didn't mutate like the trolls. I think it's just enough to give them an edge when facing street level heroes on the come up. That one Family lieutenant at the end of the mission where you have to fight Veles' sister Morgana is a problem. He has SS and he will put a durable scrapper down if they're not prepared.

Btw, the name you chose for scrapper version of SS is fitting, if it were to become a thing. I think Rage should be replaced with a power similar to AAO. "Reckless" perhaps? It gives damage buff like Rage, but the more you're surrounded, the higher those "Rage debuffs" climb as you become reckless. Same Rage debuff, but spoon feeding the negative effect over time. Or, it could give half damage buff, half crit chance increase.

You can have stealth abilities as a blaster, but it doesn't make you a stalker. Let have a look at Ironman initiating combat. His "stealth" appears to be on the shelf like my Willpower scrapper. Why? Because stealth isn't his schtick!

You've given a thumbs down to clear evidence of spidey passing for a certified stalker. They creep most of the time, and have to fight head up after the initial blow, when there is more then one opponent. Sounds like spidey most of the time. I guess we disagree in that aspect. "Ironman has a stealth suit". True, but Tony isn't starting most of his battles from a stealth position. His personality won't allow it. Spidey on the other hand....certified!
