Update: Same thing happened to one of my alts at level 14. Seems like he's consistently broken.

At level 13, my character Revenant Justice talked to Wes Schnabel for the first time. He gave me the contact information for Karen Parker and wouldn't give me any missions (including the Bonefire Plot story arc!).
