I'm trying to do the mission "take Veles down" but after he sets the building on fire and the timer starts I'm suppose to find the city manager and rescue him from the burning building. problem is, he doesn't spawn. I searched the whole building top to bottom and the timer always runs out but there is no city manager at all.

I still can't get this to work. torrent is dead for me no seeders and the tiquila program won't download the pigg files. guess new people cant play the game. why hasn't anyone uploaded the files to a file hosting site? seriously going to rely on a dial up speed downloader and a peer to peer sharing system? no wonder the original died.
