Thanks for all the advice Frozen! I have taken all of your information to heart and I think I've worked some stuff out. I've dropped the Leadership power pool in favour of the Fighting power pool. I think it's a better fit for a blaster, since I have to make up for my personal squishiness. So, I've obviously taken Tough and Weave. I was also avoiding single target melee attacks before, but the bonuses from Superior Blistering Cold are just too good, so I've slotted it to 5 slots, following your example. Dropping the 6th slot on all the Winter Sets and picking up Superior Blistering Cold to 5 slots actually improved my Fire/Cold resistance. I'm never going to get my Smahing/Lethal Defense up to the levels that Scorpion Shield give, and it thematically doesn't go with the character, so I focused more on Smashing/Lethal Resistance. I know it's not as effective, and the soft cap is much higher, but I don't think there's an alternative. Obviously, I've limited myself because I've decided to always be flying, which locks me into certain powers, but I think despite that this is looking much better. I'm going to go respec right now, but I'd still be interested in any changes you would make. Thanks again! Eve Mark I - Experiment.mbd -

Thanks Frozen Burn! This is exactly what I was looking for. I completely agree, my IRL friends that I play with and that I play CoX with most of the time don't look at any of this stuff and I don't push it on them. For me, though, this is part of the fun! Is Fast Snipe a remnant from "the before times", or something? You're right, in that I remember snipe being "readied" quite a lot in combat, but I didn't think it was up all the time. Superior Winter's Bite is definitely a Superior Enhancement set overall. I think in my case it may be. My bonuses, with just my toggles on in Mids, yields me a ToHit bonus of 50%, an Accuracy Bonus of 76%, and a Damage bonus of 223%. If Ionize gives a flat increase of 100% damage, which Mids is reporting, then I'm already well above most builds when they have Ionize active. That means, foregoing the time it takes to activate Ionize and/or Aim to get in even one more attack MAY yield more damage. Having said that, I haven't tested this and it might not actually be true, especially depending on how many attacks you get in while Ionize is active. I don't know if I agree with this, as most of the 6 slot bonuses are not just for Toxic/Psionic. If you look at the other 6 set bonuses from the purple sets on attacks, just removing one Superior Avalanche which removes the set bonus 5% Defense(Fire,Cold), 2.5% Defense (AoE), ends up being a significant loss. Especially, when the current total is about 45%, which is the soft cap for all Defense types. I do agree that the Toxic Bonuses are minimal, but it being linked to Psionic Defense makes it worth it. My Psionic Defense ends up being about 34%, which is significant, in my opinion. You're definitely correct about this, comparing your build to mine, your Recovery is only .08% lower than mine lol. Now, Performance Shifter: Chance for +End Proc doesn't count towards the End Rec stat, and I've got it three times, which as far as I know do stack. My endurance use is almost exactly double yours, it's those damn Leadership skills, so I need all the help I can get from those Global Procs. I mean, I've never run out of Endurance, but I think that's mostly because the +Absorb on Radioactive Cloud is mitigating it a bit. Maybe going into the Fighting Power Pool rather than the Leader Power Pool would be a better move, but I figured that she's supposed to be the leader of the Eves and always fight in a group. Thanks for pointing out the overslotting of Stamina, I'll have to figure out where those slots are better used. Can you expand on this a bit? Is it because of the improved recharge time? Your logic here makes perfect sense, I lose 11% accuracy, but it drops me down to 65%, which is still high. The bonuses will help with my perma-hasten as I'm lacking about 10 seconds for it to be permanent. Did you mean Evasive Maneuvers? I slotted Maneuvers with the hover slots and it was less than a percent increase to each, but in Evasive Maneuvers it's a significant improvement. Thanks for this info, I didn't know about the knockback protection shortcomings. I actually have 11 points, I've got the Steadfast protection global proc slotted into Force of Nature. It's got that 3% Defense boost which is nice, but I wonder if there's a better global proc for that power? I agree, I've been mulling over the three choices of powers; Personal Force Field, Force of Nature and Victory Rush. They aren't the best choices, but I was starting to run out of choices near the end. I was locked into my power pools and because of my decision to skip Aim and Ionize I didn't have anything else to choose. Maybe dropping Force of Nature and Victory Rush and picking up Ionize and Vengeance would be better. I'd keep Personal Force Field in case things get hairy and I need to bolt and I can always pop another LotG Proc like you mentioned. Thanks for taking a look and thanks for giving me things to think about, she's definitely not done. I'd post my Mids file, but I can't export it. I'm currently on Linux and it cuts off the export button lol... I'd be really interested to know what you think of the changes when I CAN upload a file, however. -
Hi All, I just wanted to share my build for my Rad/Atom Blaster build and see what people think or if they have any advice for improvements. I've spent probably way too much time tweaking her powers, but I think it was worth it. I took into account power rotation, skipping any powers I found were slow to activate or ones where I could manipulate the animation. For instance, I slotted Experienced Marksman into Proton Volley for Fast Snipe, allowing it to be in the regular rotation of single fire attacks. I also skipped any "build-up" style of powers, in this case Ionize and Aim because I figured in the time it took to activate those powers I could probably attack several times, which is probably mathematically a superior move. I was able to six slot every attack power while also maintaining a Ranged Defense soft cap of 45% and high Resist Damage as well. I slotted Global Enhancements strategically to increase specific Status Resistances like Knockback, Teleport Protection, slow protection etc. I know there are a few tweaks to the selection of enhancements that aren't full sets. As in, the choice of which enhancement from a set could be better, but I think I'll leave her for now. I guess I should explain her strategy in battle. So, both Radiation Blast and Atom Manipulation have quite a few PBAoE attacks. So, she has to get in close. Usually, my first move with her will be to run into a group of enemies, activate Radioactive Cloud(Hold)(chance to +Absorb), then Irradiate(PBAoE)(chance to confuse), then I have the option of Atom Smasher, Atomic Blast, or Ion Core Final judgment, or a combination of them. Her Def and Dam Res is pretty high, but she's also rocking a Repulsion Field with a Knockback to Knockdown slotted into it. The KtoK enhancement lowers the chance for the effect to happen, but it also reduces the amount of endurance it costs to a more manageable state. With Chance for Hold, Chance to Confuse and knockdown from Repulsion Field all active at the same time, it keeps her pretty safe. I then pick off strays and bosses with the three single target attacks, which are almost a perfect rotation with no downtime. She's also a permanent flyer, so a lot of her defenses come from her flight power pool. She also has Temp Invulnerability from the Force Mastery Epic power pool. If she ever gets into trouble there's the Personal Force Field which makes her nearly invincible, but unable to attack. Or, she can use Force of Nature to also become nearly invincible but suffer a massive endurance drain at the end of it. Basically, if I'm paying attention, she's almost impossible to "kill". The character concept I think is pretty neat. Eve is a series of androids created to protect against her villain counterpart series of androids, Adam. My character is the first in the series, so Mark I. But, my other main supergroup members each make their own Eve(s) using the same costume file. The only rule is that they have to be Rad/Rad or the equivalent, ie. Rad/Atom for blaster. Other players often think that we're multi-boxing because there's a bunch of us running around together. It actually works really well too, while not all my -Def abilities stack, -Def from multiple characters do. A full team of 8 Eves, which we haven't had in years, unfortunately, will decimate AV's and Monsters. So please, take a look at her, I'd like to see if anyone has thoughts or improvements for her. Thanks for the suggestion WanderingAries. Your suggestion didn't fix the problem completely, but it did allow me to use the higher end card while it was the one plugged into the monitor. So, the game is now playable with both GPU's installed. So, thanks for that,

Hi Rudra, thanks for the suggestion. Windows 11 does see both cards and in Settings>System>Display>Graphics there is the ability to set the "High Performance" and the "Power Saving" GPUs. Windows 11 sees the 6600 as the power saving GPU and the 6800xt as the High Performance GPU. I should have mentioned this before, but I have set both the CoH launcher and the cityofheroes.exe files in the win64 version of the game to use the 6800xt as the primary. All the other games I play respect this setting, the only one that doesn't is CoH. I suspect it's because CoH is an OpenGL game and that these settings only apply to DirectX games, but I could be wrong. What's strange about the entire thing is that it worked fine a few weeks ago. I don't know if the game is just arbitrarily selecting a GPU and it's just stuck on using the 6600, or if there is an actual reason it is selecting the 6600. I thought it was choosing to use the 6600 because it had the "Primary" label attached to it, as it was the GPU connected to the monitor, but switching the monitor to be connected to the 6800xt(and thus giving it the primary label) didn't make CoH use the 6800xt. It just seems to always want to run on the 6600 now.

Just an update on this as I've tried a few other things. So, changing my setup by connecting the higher end 6800xt to the monitor and the game is still choosing the 6600. So, now I think this is less a problem with my setup and now more of an actual bug. Only when completely removing the 6600 does the game run on the 6800xt. Next steps is a fresh install of the game, since that's all I can think of doing. Also tried putting the 6600 back in after running the game on the 6800xt to see if that somehow reset it. But no, it chooses the 6600 again.

Unfortunately, it no longer does. Old catalyst and possibly old adrenalin did have this feature, but current adrenalin doesn't. The strange thing is that it worked fine about a month ago. Since then, there has been a critical bios update for my motherboard, two AMD driver updates and a CoH update or two. So, I don't know which one broke the functionality. If I had to guess, it was the CoH update(s) , since my setup works fine in every other app I change it for.

Hi Folks, I run two discrete GPU's. One is a higher end and I run games on it while the other is the one that is attached to the monitor. This allows the lower end GPU to run light duty stuff and the higher end GPU to do the heavy duty stuff, like gaming. It used to be that I could select the high end GPU in windows graphics settings and the game would run on the higher end GPU. About a month ago this stopped working. I can see in the client.log file that the game sees both GPUs and all the HDMI and DP ports. Would it be possible to allow a graphics setting to choose the GPU the game is using for rendering? Thanks

Hi all, I have a veteran level 50, she's been around since 2019, I don't play her much anymore. I recently transferred her from one shard to another, so maybe that has something to do with it? But, I happened to log on and just run a few missions for old times sake. But, some of her powers don't work anymore. She's a Rad/Rad blaster and most notably, her Atomic Blast doesn't work. I've tested it on several groups, and she goes through the animation, but nothing happens. She is my main bank toon, so she does the majority of my auction house stuff, and I thought I'd just hit Inner Inspiration before I log off, just to fill in some of her empty inspiration slots, and the animation happened, but she didn't get any inspirations. I'm currently logged in and just tested her Atomic Blast again to make sure, it doesn't do anything. EDIT: Ok, it has been a very long time since I've fought using this character. I need to be standing in the group for it to work, it's slowly coming back to me. And, I suppose the Inner Inspiration did work, I just didn't notice? I think I might need a nap. Crisis averted...

Hi folks, I'll begin with my unique setup. Running Windows 11. I have two discrete GPU's for reasons. I have an AMD Radeon 6800xt and a 6600. I have an ultra-wide Samsung Odyssey G9 monitor that has a 240hz refresh rate. I use the 6800xt as the "Default high performace GPU", but connect the 6600 to the monitor. The goal is to use any resolution upscaling, frame generation or other adjacent-to-the-main-proccessing on the 6600, while freeing up the 6800xt. This has given me a significant FPS boost and has reduced input lag. This works 100% of the time, even for CoX, until very recently. It continues to work for all other applications or games I want to use it for. My issue is that CoX no longer respects the chosen high performance GPU and will only run on the 6600. I don't believe there have been any game updates since July 8th, maybe there was a small hotfix I don't remember. Things that I have tried: Add both the launcher and cityofheroes executables to the graphics settings and setting them to use the 6800xt Deleted and reinstalled CoX completely Checked the registry entries to ensure that the settings are being saved correctly Updated the BIOS to the latest version. Checked the BIOS to ensure I didn't mess with a setting; iGPU is disabled for instance and still is. Have reinstalled GPU drivers several times, using DDU to do a full wipe in safe mode. In fact, there was an update today and it didn't change anything. I've kind of run out of ideas. The only thing I can think to do is to try a previous version of the GPU driver. My only problem doing that is that driver updates are almost necessary at this point as everything GPU is pretty much bleeding edge and needs constant updates to handle new games. I currently have the game running on my Linux partition and it's working great on the 6800xt. But, Linux doesn't currently have the ability to split the GPU workload. It also doesn't support my monitor's 240hz refresh rate and so I can only get 120 fps out of it. I know, it seems like a ridiculous thing to complain about, but I'm a PC enthusiast and tinkering nerd and when this kind of thing happens it tweaks my brain in a bad way lol If any other information is required, please let me know. Thanks for any help. EDIT: I can see in the client.log file that it sees both GPU's and all their ports, but I don't see any way for me to force it to use the 6800xt.

Hello, So, I've got a beefy PC and wanted to cap the FPS at my monitor's refresh rate of 240hz(really at about 237fps, those who know, know). Because CoH is OpenGL, normal ways of FPS capping don't do anything. So, choosing an FPS cap in your driver's software just doesn't work, for instance. The alternative to this is Vsync, which should target your monitor's refresh rate. The problem I'm having is that Vsync always seems to target 60fps. I thought maybe choosing a refresh rate might also cap it, but it doesn't seem to do anything, I can choose any of the options and my framerate will still go beyond 240. Right now, in atlas park near Ms. Liberty, I get anywhere from 210ish to 290ish FPS depending on circumstances. Since I just got this upgrade to my PC I haven't had the opportunity to play an instanced mission, since I'm still setting everything up. But, I know from experience with my last PC that instanced mission FPS jumps dramatically, which could cause all sorts of problems with syncing FPS and hz. I don't know if it's a bug or not, or if I'm not using these features correctly. Any help is greatly appreciated. Thanks.

Hi all, Was doing exploration badges in Port Oakes and setting thumbtacks to those locations. but every time the waypoint in-screen was located at the Abandoned Lab. It also happened once when I didn't use the thumbtack, but instead used a predefined location. However, when I tested it again, predefined locations were always correct. On the map it was correct and the compass was also correct, but the in-screen miles/yards indicator was always the Abandoned Lab. I thought this would be way easier to explain, but I actually don't seem to have the game related vocabulary for it. Hopefully, my explanation makes sense. I then tested the thumbtack waypoint in Cap Au Diable, since it was my next destination and it worked fine.

Wow, I kinda wish I hadn't found the solution so quickly, feel a little like a doofus, So, I run my GPU in 10 bit mode, which gives nice vibrant and deeper colors, rather than the regular 8 bit. Over Displayport this requires me to run at 120Hz rather than what the machine is capable of, which is 144Hz, otherwise I don't get the benifits of 10 bit mode. I can see the effects clearly if I switch back and forth from 120Hz to 144Hz. It simply comes down to the amount of data the Displayport can handle. On a whim, I switched my in game refresh rate to 144Hz and now all the stuttering and static sound is gone. I have no idea why this is an issue all of a sudden, cause I've been running it on 120Hz this entire time, but it could be any number of things unrelated to game itself ie. driver updates etc Anyway, I hope this can help folks who might have this issue in the future. -
Hello, Since the last update I've been having some issues with full screen mode, ie Desktop resolution. When I switch to full screen mode, which is my preferred mode to play in, I get really bad stuttering, and if I have a toggle power up that has audio, really bad static as the stutters occur. It is especially noticeable on my Seismic Blast/Earth Manipulation blaster when running Mud Bath and Beryl Crystals. The problem is also more noticeable in public or large areas, and less noticeable in instanced missions. The reason I want to play in full screen is that in windowed mode the game is completely washed out and almost greyscale. I think because it's using the color scale from the desktop? My specs are as follows. OS Name - Windows 11 Pro (up to date) Processor - Amd Ryzen 5 5600X Motherboard - TUF Gaming X570-PRO (WIFI) - /w Realtek High Definition Audio GPU - AMD Radeon RX 5700XT RAM - 32GB Running at DCOP 3200Mhz (advertised speeds) What I've done so far; - Removed all MODs from the game (music, some graphical, vidiotmods etc.) - Updated BIOS to latest - Updated Chipset Drivers to latest - Wiped GPU drivers using DDU - Reinstalled latest GPU Drivers - Changed settings in Radeon Adrenalin to vanilla Unfortunately, the problem persists. Any help anyone can offer would be greatly appreciated. Thank you.

Hello, I have a Seismic/Eearth Manipulation Blaster which I am attempting to add enhancement sets on. The Seismic sniper power is Tombstone, which says that Sniper Attack enhancement sets are allowable. But, I tried putting a Sting of the Manticore, which is a Sniper Attack enhancement on and it does not accept it. Thank you

Hi all, This isn't actually a bug from one of my characters, but from one of my Supergroup chums. We play all Rad/Rad toons, and he is the defender. This doesn't happen all the time, but has happened on multiple occasions. I believe it is his Radiation Infection toggle creating irradiated ground that is showing up as player arrows on the mission map. I currently don't have the ability to test this out, as it could also be his Choking Cloud toggle. So, to be a little clearer, as he runs around the mission map, he is leaving a trail of player arrows. When moused over on the arrows, the text that shows up is "irradiated ground". Although, I'm only assuming this is a bug and not a feature of the power. It can get pretty confusing when we're trying to follow each other. Thanks

Hi folks, I've been trying to earn the pilot day job badge by logging off near a black helicopter. If I go to "badges nearest completion" I can see that the progress bar is full, however it won't award the badge. It also has no mouseover/progress information like all of the other badges. Thanks

Rotate Objects on the other axis

Apparently, I've figured it out myself. It's a combination of spinning them on the one axis, tilting them using the alt key, and them spinning them back. I've been at it for ages, posted the question, and figured it out a minute later. Hopefully, someone else down the line has this question and this post helps. -
Hi folks, For the life of me I cannot figure out how to rotate an object on the fourth(?) axis. I've seen lots of screenshots of bases with "Halo Displays", for instance, angled between the wall and ceiling. Now, I know how to rotate them, and how to "spin" them 360 degrees one way, but to get them to angle that way seems impossible. Does anyone know if there is a trick or a command I'm not seeing?
