Modifying Sound Files

I have been trying to find a guide on how to modify the game's sound files, but I can't for the life of me find it. I recall the files being standard .ogg files, but it seems like there are some extra steps needed to view those. Can anyone point me to a guide or give a quick explanation on how to do this?

It's about base background music, not sure you can modufy other game sounds so much as they are in the piggs. I do think you can mute some though.
