Looking for a Rad/Mar Combat build

Looking for a low cost build ( upgradable later). would like burst of speed in their, ( its just cool pwr ). fly/hover,haste ( if needed ),tough/weave.  want to use burst of speed to tp into group and drop the 3 pbaoe ( 4th if epic or pwr pool can get another) then tp out and blast rest. Thank you in advance im not good at slotting well. can skip elec haze if needed ( long animation )
