RAD Stalker power level mismatch?

Hi,

i've noticed on rad/rad stalker that online i can get Radiation Siphon at lv8, it shows also with detailed Power information at creation time (snip attached);

in MRB Radiation Siphon appear at lvl 18 and other primaries at same tier get that power at lv18 aswell (parry, focus, siphon life, ...)

can You please check? thanks.
